I support organisations in designing and managing complex projects – from the initial idea through to implementation. This includes project and governance structures, cross-sector partnerships, innovation initiatives, regulatory sandboxes and other experimental approaches, as well as participation and change processes.
Research & Evaluation
Providing a sound evidence base for better decisions.
I design studies, analyses and evidence-based resources on Public Governance, public management and institutional innovation.
My work ranges from applied research and qualitative or quantitative analysis to interviews, surveys and the development of actionable recommendations. As an evaluator, I also assess projects, programmes and innovation initiatives.

Many complex political, societal and economic challenges arise where different institutional logics, interests and responsibilities intersect.
I support organisations in navigating these interfaces productively: understanding relevant stakeholders and interests, developing shared visions, clarifying roles and responsibilities, and establishing effective and sustainable forms of collaboration.
My work has a particular focus on initiatives that bring together public administration, politics, business, academia and civil society zusammenwirken.
Public Governance provides the overarching framework for my work – the question of how institutions, management systems and collaboration can be designed to help organisations remain effective, capable of action and adaptable.
Alexander Gruenwald
I am an advisor, project manager, researcher, evaluator and lecturer with more than 18 years of professional experience across the public and private sectors in Austria and Germany.
My professional focus is Public Governance and the question of how institutions can become more effective, adaptive and collaborative.
Before becoming an independent advisor, I worked, among other roles, at the Austrian Federal Chancellery. There, I contributed to the further development of Austria’s performance management system, public-sector innovation and Open Government, and co-founded and headed GovLabAustria.
Today, I support public institutions, businesses and other organisations as a strategic advisor and sparring partner, design and manage complex projects, contribute to studies and evaluations, and teach and deliver professional development programmes.
