This is about more than individual participation formats. What matters is how stakeholders, roles, interests, responsibilities and decision-making processes interact – particularly where organisations and sectors work together to address complex challenges.
Collaboration Does Not Happen by Itself
Complex societal, political and economic challenges often cannot be addressed within the boundaries of a single organisation or institution.
Different stakeholders bring their own interests, resources, responsibilities and institutional logics. These interfaces can create opportunities for new solutions – but also misunderstandings, conflicting objectives and friction.
Effective collaboration therefore starts with a shared understanding of the situation. Who is affected? Who has relevant knowledge, resources or decision-making authority? What interests and expectations are involved? Where might conflicts arise? And what form of participation or collaboration is appropriate for the issue at hand?
I support organisations in understanding these stakeholder landscapes and relationships, developing appropriate participation and collaboration processes, and establishing clear roles, expectations and responsibilities.
For me, participation is not an end in itself. Good participation requires a clear purpose, a realistic scope for influence, and transparency about how results will inform decisions. Effective collaboration likewise requires appropriate structures, trust and a willingness to engage constructively with different perspectives.
The aim is to create processes and structures that go beyond dialogue and contribute to better decisions, shared learning and robust solutions.

The key question is not only who should be involved, but also when, for what purpose and in what role. A deliberate stakeholder engagement strategy creates clarity, helps identify potential conflicts at an early stage and improves the conditions for sound and sustainable decisions.
Participation Processes & Co-Creation
Effective participation begins with a clear question and a transparent participation promise.
I support the design and development of participation processes – from clarifying objectives, target groups and the scope for influence, to selecting appropriate formats and systematically analysing and taking forward the results.
Both internal and external stakeholders can be involved, including employees, citizens, experts, interest groups and other relevant groups.
Cross-Sector Collaboration
Many complex initiatives require collaboration between public administration, politics, business, academia and civil society.
I support the development of appropriate collaboration and governance structures, the clarification of roles and responsibilities, and the design of shared objectives and ways of working.
The central question is how different institutional logics and interests can be brought together in ways that enable effective collaboration and ensure that responsibilities are clearly defined and reliably fulfilled.
Open Government & Transparency
Open and transparent decision-making processes can strengthen trust, make knowledge more accessible and enable new forms of collaboration.
I support organisations in addressing questions related to Open Government, transparency and stakeholder participation, as well as in developing approaches that connect participation, collaboration and institutional learning.
The focus is not on openness for its own sake, but on identifying where transparency and access to information can make a concrete contribution to better governance and more effective decision-making.
